The day is off to a fast start. U.K.'s Cameron opposes treaty changes. Merkel wanted the treaty change so all the 27 European nations would be on the same page. Moody's cuts the French banks by one notch. News on a 200 euro addition to the IMF improved the mood. European indexes recovered. The ECB is in the market buying Italian bonds.

Italy yield jumps large from this time yesterday, biggest one day move since November, moving towards 7% again. Germany is moderating sideways.
